Karen Anderson

Karen Anderson joined the Pennsylvania Housing Finance Agency in November 2021 as a Housing Management Representative. She is responsible for monitoring compliance of specific portfolio properties financed by the Agency. Karen has numerous years of experience in the Affordable Housing Industry. She has overseen many communities with Tax credits, HUD programs, Section 236 and 202 Elderly, and Multifamily communities. She has earned Assisted Housing Manager, Certified Professional of Occupancy, Site Compliance Specialist, and Fair Housing Certifications.

Jamie Borodin, Docuverus President

Jamie Borodin is the President of Docuverus, the first-ever fraud detection and automated income and ID verification service. Prior to founding Docuverus, Jamie served as VP of Operations for National Tenant Network since 2006. Mr. Borodin oversaw both operations and sales for NTN. Prior to joining NTN, he worked in the healthcare information services industry for over 15 years, working in account management and sales with McKesson, RelayHealth, NDC Health and Prudential. Working with Docuverus and NTN, he has vast experience with income and ID verification, document fraud, credit, public court records, and both credit and rental scoring systems. Jamie earned a BS and MBA, both from Rutgers University. He also is a Six Sigma green belt.

Matthew Bradley, ESQ

A Junior Partner at Cohen Marraccini, Matthew graduated from Rutgers Law School in 2014. He subsequently completed a one-year judicial clerkship with the Hon. H. Matthew Curry in New Jersey’s Vicinage XIII. Immediately following his clerkship, Matthew accepted a position as Staff Attorney at Legal Services of Northwest Jersey where he specialized in Landlord/Tenant matters and presented numerous seminars on the topic. Matthew continues to provide legal education on the subject of landlord/tenant law as a panelist for the New Jersey Apartment Association and for various judiciary-sponsored events. Additionally, Matthew was recently appointed by the National Apartment Association as the designated lease attorney for the state of New Jersey. He is admitted to the state bar in Pennsylvania and New Jersey, the United States District Courts of New Jersey and the Middle and Eastern Districts of Pennsylvania, and the United States Supreme Court.

Alexandra Cantrell

Alexandra Cantrell is the Housing Advocacy & Policy Manager at the Pennsylvania Coalition Against Domestic Violence (PCADV) and has worked in the movement to end violence since 2011. In her position at PCADV, she provides technical assistance and training to domestic violence housing programs with a focus on Domestic Violence Housing First philosophy and data collection needs/analysis. She also supports the legislative policy work at PCADV as it intersects with housing and economic justice protections for survivors of domestic violence. Prior to joining PCADV, Alexandra worked at a domestic violence clinic during law school, at the National Domestic Violence Hotline and at a rural domestic violence program. Most recently, Alexandra worked at the Texas domestic violence coalition where her focus was comparable database support and domestic violence legislative policy.

Tina Chilla

Tina Chilla joined the Pennsylvania Housing Finance Agency as a Housing Management Representative I in 2022.  As a member of the Norristown team, she is responsible for a portfolio of Agency funded Affordable Housing projects in the Northeast Regions. Previously, Tina worked as a Property Manager of affordable housing projects managing Low Income Housing Tax Credit, Penn HOMES, Project Based Section 8 and County funded properties.  Tina holds certifications including Tax Credit and Certified Occupancy Specialist as well as a Real Estate Salesperson license.  

Chennele Echevarria

Chennelle Echevarria is a Housing Management Representative for the Pennsylvania Housing Finance Agency (PHFA). Chennelle has been with the Agency since 2021 and is responsible for monitoring compliance of portfolio properties that are financed by the Agency. Prior to assuming her role at PHFA, Chennelle was a property manager for a low-income housing community for nearly eight years. There, she worked to promote efficient and cost-effective daily operations while ensuring that the community had access to affordable and equitable housing. Chennelle has over nine years of experience working in the affordable housing industry and holds certifications in Low-Income Housing Tax Credit, Public Housing Management, and as a Housing Choice Voucher Specialist. Additionally, Chennelle possesses a Bachelor of Arts in Behavioral Science and an MBA from Widener University.

Khalifah Harding

Khalifah Harding is the Senior Housing Management Representative for the Pennsylvania Housing Finance Agency’s Norristown office. She has been with the Agency for twelve (12) years providing compliance oversight for a portfolio of Agency financed properties. Currently, she leads of team of four Housing Management Representatives in addition to collaborating to create departmental policies and procedures. Khalifah has over 17 years of experience in the Affordable Housing Industry with credentials which include, Certified Property Manager CPM®, Low Income Housing Tax Credit Certification, Fair Housing Coordinator, Certified Professional of Occupancy, and Assisted Housing Manager.

Jénel R. Marraccini, ESQ

Jénel R. Marraccini is a partner at the law firm of Cohen Marraccini, LLC. She is a member of the Pennsylvania, New Jersey and New York Bar Associations. Jénel is also a Licensed New Jersey Real Estate Agent. She is an active member of the Institute for Real Estate Managers, the Pennsylvania Apartment Association and the New Jersey Apartment Association. Jénel graduated from Lycoming College in 2001 with a B.A. in International Studies and Spanish. While at Lycoming, she was inducted in Omicron Delta Epsilon, the international honor society for economics. In 2004 Jénel earned her J.D. from the Widener University School of Law, graduating Cum Laude. While there, she was a member of the Widener Law Review and served as its Business and Symposium Manager. She was also a member of the Richard S. Rodney Inn of Court.

Lisa Santiago

Lisa Santiago has worked as a Housing Management Representative for PHFA since 2018. Her daily responsibilities include conducting management reviews, file audits and other program compliance monitoring tasks for her portfolio of properties funded with Low-Income Housing Tax Credits, HOME, Housing Trust Funds and Capital Magnet Funds, amongst others. She contributes to the Forms and Manuals workgroup at PHFA by editing and managing the documents for the Housing Management Department. Lisa adores detail, checklists and creating spreadsheets of all kinds which greatly aides her position at PHFA. Previously, Lisa obtained nearly 10 years of experience in Multi-Family Affordable Housing in a management role. She began as an Assistant Manager of a Section 8 Family and a Section 8/515 Elderly site and later was promoted to manager. The remaining years working at the site level were spent successfully managing both a Family Section 8 and Rural Development 515 property.

Amanda Stengel

Amanda Stengel is a Housing Services Representative for the Pennsylvania Housing Finance Agency where she monitors Supportive Services across Philadelphia, Montgomery and Bucks counties. Amanda is also a Master's level Marriage and Family Therapist who works with individuals, families and couples to create meaningful change in their relationships with self and others. Ms. Stengel is an educator at heart and has coached individuals and families in various capacities for more than 15 years. Amanda has worked in direct support of adults in memory care, families navigating life with neuro-diversity and has counseled individuals with substance use and abuse disorders. Amanda has also served to coordinate Social Services for families in multifamily housing communities in Pennsylvania. Amanda received a bachelor's degree in Psychology and Social Sciences from Penn State University and a Master's degree in Marriage and Family Therapy from LaSalle University's school of Professional Counseling.

Tara Ulrich

Tara Ulrich began working in the movement to end domestic violence as a Community Educator in 2013, providing domestic violence and sexual violence prevention education to community members. Shortly after, Tara became director of a HUD-funded transitional housing program for women combatting substance use disorders and experiencing homelessness. Tara has continued her work at the intersections of trauma, homelessness, and substance use by operating other successful DV Housing First programs, as well as other housing modalities that support survivors. Most recently, Tara's work has taken her to the Pennsylvania Coalition Against Domestic Violence where she supports member programs in implementing and administering DV Housing First programs throughout the state.

David C. Zerbato

David C. Zerbato, Esquire is the Managing Partner at Morton, Valihura & Zerbato, LLC, and a graduate of Georgetown University and Widener University School of Law. He was admitted to the Delaware Bar in 2011, the Pennsylvania bar in 2013, and the Maryland bar in 2019.
